This attribute is deprecated for various reasons:

• It uses an encoding of data that is not human readable.
• It encodes information in a binary way although this information could be encoded more directly using other annotations.
• It could instead be of type:Boolean (prototype post 0.6 feature)

This attribute is used in tables like that in Europe, to present data in a compact and convenient way that is not possible with relations and categories. Note also that the data are not quite binary. See also Help:Category#Attribute.

The domain is restricted to countries (for cities etc. the attribute seems less useful), hence it is the same as "member of the European Union"; v="yes".
